Dear Dr. Kiss,

Having in view the protest received from you concerning the works done
in Histria fishponds in autumn 2001, I have to inform you as follows:

Histria fishponds was built in 1972 covering 21 ha by the Romanian
Institute for Marin Researches Constanta. In March 2001 this institute
(with scientific activities in the area) rent the surface to the company
DUTY FREE Constanta for the purpose to establish an agreement base in
the same area without mentioning any obligation and restrictions for the
activities designed to be develop in that area. In October 2001 Danube
Delta Biosphere Reserve Authority stopped all the works in the area
asking to the company an Impact Study on the flora and fauna of the
area, study which was ordered to the Danube Delta Institute as you
certainly know. Until 21 January 2002 when was the deadline to present
this study nothing was done by your institute and Danube Delta Biosphere
Reserve Authority decided to apply a penalty of 15,000,000 LEI to the
DUTY FREE Constanta obliging them to restore until 15 March 2002 the
natural landscape of the area. These works will be done on their costs
and they will include the evacuation of the sand road built there, the
collection of the wastes inside of the base and the dispersation of the
sand in the same base. We will monitor these works and in the case that
the company will not finished the works until established term we will
proceed according the Romanian laws.
